Subject: Co-Sponsorship: Property Tax Rent Rebate/ Social Security COLA Moratoriums
 
In the near future, I will be introducing legislation to extend the moratorium exempting Social Security cost-of-living-adjustments (COLAs) from income calculated to determine eligibility for the Property Tax/ Rent Rebate (PTRR) program until December 31, 2019.

While a Social Security COLA would certainly be welcome support for many, it could also prevent individuals from qualifying for much needed property tax and rent rebate assistance. The previous moratorium, Act 156 of 2014, provided relief to many needy and disabled older Pennsylvanians by allowing them to retain the benfit which they would have otherwise lost as a result of Social Security COLA increases. Unfortunately, that moratorium expired on December 31, 2016.

I am proposing to to reinstate a Social Security COLA moratorium until December 31, 2019.
Without this moratorium, more than 450 individuals would become ineligible for this program, costing them benefits that allow them to continue to live an independent life.
