Subject: Reapportionment of Federal & Commonwealth legislative districts (former HB 1898)
 
In the near future, I plan to reintroduce legislation that amends the Constitution of the Commonwealth of Pennsylvania with regard to the reapportionment of Federal and Commonwealth legislative representation. This legislation would place new requirements, which expand openness and public access, on what is now known as the Legislative Reapportionment Commission.

This legislation would place the responsibility of reapportionment for both Congressional and State representation with the Congressional and Legislative Reapportionment Commission. The Congressional and Legislative Reapportionment Commission will have 90 days after the availability of the population as determined by the Federal decennial census to file a preliminary reapportionment plan for both Congressional and State districts.

Once the plan is filled, the public will have 30 days to comment on the proposed plan. During the 30 days, the Commission shall hold hearings in Harrisburg, Philadelphia and Pittsburgh. Once the public comment period expires, the Commission will have 30 days to prepare and adopt a revised reapportionment plan. If no exceptions are filed within 30 days of the revised plan, the plan shall be final.
