Subject: Casino LSA Distribution
 
In the near future, I will be introducing legislation that will amend the local share provisions of the Gaming Act to provide some fairness to the taxpayers of Lebanon County.

As you know, casinos have provided a sizeable amount of revenue to their host counties through local share assessments, and the intended purpose of these assessments was to offset the impact of these casinos on local governments and taxpayers. While the Gaming Act currently allocates local share assessments to primarily just the county and municipality hosting the casino, the Gaming Act also recognizes that a few casinos impact more than one county and distribute local share accordingly. For example, local share assessments from the Sands is shared with both Northampton and Lehigh Counties, and local share assessments from Mt. Airy is shared with both Monroe and contiguous counties.

Given that a portion of Hollywood Casino is located in Lebanon County, it is unfair that the Lebanon County does not currently receive a portion of this casino’s local share assessment. For this reason, I will be introducing legislation requiring 50% of Hollywood casino’s local share (both slots and tables) to be allocated to Lebanon County.
