Subject: Legislative and Congressional Redistricting
 
In the near future, I will be introducing a joint resolution that would amend the Pennsylvania Constitution to better allow for a more open, transparent process when reapportioning and redistricting the Commonwealth of Pennsylvania.

My proposal would incorporate the current state legislative redistricting standards of population equality and the maintenance of political subdivisions and compact/contiguous districts into the process of Congressional redistricting. Additionally, redistricting standards will be enhanced to include encouraging competitive districts and considering communities of interest when drawing district boundaries.

Under my legislation, the independent commission tasked to draw these lines will not be beholden to incumbent politicians or political parties. In contrast, this nonpartisan commission will hold public hearings to consider input from the citizens of the Commonwealth and would be designed to work within time constraints to ensure the founding principle of our democratic system, that is, “one person, one vote.”
