MEMORANDUM TO: All House Members FROM: Representative Robert L. Freeman DATE: January 18, 2017 SUBJECT: Proposed Legislation: Increase limitation on the yearly compensation for the local registrar (Former House Bill 724) In the near future, I will be introducing legislation to increase the limitation on the compensation in any one calendar year for the local registrar office. Under the current law there is a $60,000 limitation on the compensation in any one calendar year. Once this cap is met, the local registrar must transfer all additional fees to the Department of Health which would deposit $4 to the Vital Statistics Improvement Fund and $4 to the General Fund. My proposal would increase this cap to $85,000. Since many registrar positions have gone vacant, existing registrars are experiencing an additional work load and are not receiving any additional compensation for the hours they put in to keep up with increased requests.
