| Subject: | Casino Non-Gaming Vendor Requirements |
| In the near future, I plan to reintroduce legislation (HB 1397) that will amend Title 4 (Amusements) to remove registration requirements that discourage local businesses from contracting with casinos. Currently, vendors that wish to provide a non-gaming good or service to a casino need to be registered or certificated with the PA Gaming Control Board, unless the board exempts them from registration or the amount of business conducted with a casino is below a certain amount. This requires many non-gaming vendors to undergo a significant registration process to provide basic services such as spa treatments, food preparation and plumbing. According to testimony received by the House Gaming Oversight Committee, this registration process discourages many local and small businesses from contracting with PA casinos as they lack the expertise and staff to undergo the registration process. While it is important for the PGCB to be aware of the specific businesses that are contracting with a casino, I believe oversight of these vendors could be accomplished through a simple notification process, rather than a lengthy registration process. Under my legislation, only those vendors who require access to the gaming floor or restricted area of a casino would need to be registered and approved by the PGCB. All other vendors will only need to provide a notification to the board through a process similar to New Jersey’s casino vendor requirements. It is important to note that my legislation would retain the PGCB’s authority to prohibit any vendor from contracting with a casino if the board has reason to believe that the vendor would affect the integrity of gaming. Please join me in cosponsoring this legislation. By only requiring a simple notification for these non-gaming vendors, casinos would have the flexibility to obtain goods and services from local businesses.
