In the near future, I will be introducing legislation amending the Telemarketer Registration Act (Act 147 of 1996) to prohibit nonprofits and political organizations from calling residential phone numbers that have been registered on Pennsylvania’s Do-Not-Call List. This legislation was previously introduced as HB 1920 (2015-2016.) Pennsylvanians are extremely generous when it comes to donating and supporting our local, state and national charities and political organizations. After they donate, their names appear on the charity’s donor list. Some of those charities share their donor lists. Often, this in turn erupts into an avalanche of unwanted telephone calls. Many Pennsylvanians register their phone numbers on the Do-Not-Call list believing that registration will stop these calls. However, the Act’s provisions prohibiting calls to numbers on the list does not apply to nonprofit or political organizations so the calls continue. I believe an individual has the right to limit calls by these entities and should be free to donate to the organization or candidate of their choosing without being subjected to repeated solicitation calls. My legislation removes the exemption for non-profits and political organizations from the Telemarketer Registration Act and requires these entities to refrain from calling consumers registered on the Do-Not-Call list.
