MEMORANDUM

Posted: December 27, 2016 03:41 PM
From: Representative Paul Schemel
To: All House members
Subject: Campaign Finance Laws

In the near future, I intend to introduce legislation that will make a change to Pennsylvania’s campaign finance laws. Under current law, people are prohibited in Pennsylvania from making anonymous contributions to candidates and PACs. There are good reasons for this.

However, sometimes anonymous contributions in very small amounts are inadvertently accepted by volunteers. Since it is frequently impossible to identify the contributor, the contribution must be handed over to the state. This process is time consuming for both the campaign treasurer and state officials who must handle these very small contributions.

My legislation will permit anonymous contributions of $10 or less. These contributions would still be reported in campaign finance reporting, but would be grouped under a separate category. An aggregated cap of $500 will be in place for these donations.

Please join me in cosponsoring this legislation.

Introduced as HB389
