Subject: | Legislation Providing for a Severance Fee to fund the Natural Gas Energy Development Program (Former HB526) |
In the near future, I plan to introduce legislation that would amend Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes to provide for a natural gas severance fee. This fee would be used solely to facilitate the growth of natural gas transportation systems (Former HB526). Specifically, this legislation would add a natural gas severance fee of 5 cents per 1,000 cubic feet of natural gas severed at the wellhead. All revenues generated from this fee would be allocated to the Pennsylvania Department of Environmental Protection to be used for the Natural Gas Energy Development Program. This additional funding would advance the use of natural gas vehicles and further develop the related infrastructure that is needed to steer the Commonwealth toward a cleaner and more efficient Pennsylvania-based fuel.
