Subject: Increasing the Personal Needs Allowance Deduction (Former House Bill 1207)
 
In the near future, I plan to re-introduce legislation – former House Bill 1207 of the 2015-2016 Legislative Session – to increase the personal needs allowance deduction for Medical Assistance-eligible individuals living in nursing facilities.

Under my legislation, the personal needs allowance deduction will be increased from the current deduction of $45 per month to $65 per month. The personal needs allowance allows residents of nursing facilities to purchase clothing and meet other personal expenses that are not covered by Medical Assistance. The personal needs allowance is deducted from the resident’s gross income when determining the amount the resident must pay towards the cost of care while living in the nursing facility. This allowance has not been increased since 2007.

Increasing the personal needs allowance deduction will more closely reflect the current cost-of-living for residents in nursing facilities and allow residents more discretion in buying personal items and services without the risk of being unable to pay the required costs of nursing care under Medical Assistance.
