MEMORANDUM

Posted: December 14, 2016 12:38 PM
From: Representative Eddie Day Pashinski
To: All House members
Subject: Authorizing Parking Authorities in Cities of the Second Class A and Third Class to Enforce and Administer Parking Ordinances and Resolutions (former HB 1455)

In the near future, I plan to reintroduce House Bill 1455 of the 2015-16 Legislative Session which would amend Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to authorize parking authorities in cities of the second class A and third class to enforce and administer parking ordinances and resolutions.

Currently, the parking authority in Pittsburgh is required to enforce and administer parking ordinances and resolutions adopted by the city, which includes the adjudication of all disputed parking violation notices or citations issued through enforcement. Providing this option to cities of the second class A and third class would alleviate the burden on magisterial court justices, reduce backlogs, and quicken the collection of violation fees.

Please join me in offering this option to cities of the second class A and third class. Your consideration and support are appreciated.

Introduced as HB1649
