Subject: Small Games of Chance Prior HB 1313
 
In the near future, I plan to introduce legislation that will amend the Local Option Small Games of Chance Act by making the following revisions:
  1. Eliminate the weekly aggregate prize limit imposed on licensed eligible organizations.
  2. Impose a $5 tax on each game of chance sold by a licensed distributor to a club licensee. Revenue will be distributed to the General Fund and LCE for enforcement of the LOSGOC Act.
  3. Permit eligible organizations that are not club licensees to operate vertical wheel games and coin auctions.
  4. Simplify the license renewal process for eligible organizations.

While the General Assembly has made needed changes to LOSGOC Act in previous sessions, I believe more can be done to provide our non-profits with the tools necessary to raise more funds through small games. By removing the $35,000 weekly aggregate prize limit, our non-profits could continue to raise charitable funds every day of the week as long as prizes for the individual small games are not exceeded. Additionally, the small tax imposed on small games purchased by clubs at a licensed distributor will generate additional revenues for enforcement of the Act. Finally, vertical wheel games and coin auctions will provide our non-profits additional games that will enable them to raise more revenue for their charitable purposes.

Small games of chance are a valuable source of fundraising for many non-profits, and I hope you will consider cosponsoring this needed legislation that will enable the Commonwealth’s non-profits to raise more funds for their charitable purposes.
