Subject: | Alternative Energy Portfolio Standards Act (Act 213) |
As you know, in 2004 we passed the Alternative Energy Portfolio Standards Act (Act 213), requiring that increasing percentages of electricity sold in PA be generated through alternative energy sources like solar energy. It is these requirements which generate the system of credits or SRECs, used to demonstrate compliance with this law though the purchase of these credits from homeowners and others with solar panels, for example. However, a variety of factors have driven the value of these SRECs below return on investment levels. In an effort to help boost these credits, in the near future I will introduce legislation to “close the border” on SREC purchases. Under my legislation, electric distributors will have to purchase their credits from within the Commonwealth, thereby limiting the available supply of these SRECs. Many other states with similar energy portfolio standards have equivalent protections for their residents and we need to protect Pennsylvanians accordingly.
