MEMORANDUM

Posted: October 28, 2015 01:30 PM
From: Representative Jake Wheatley, Jr.
To: All House members
Subject: Providing a Tax Deducation to Employers Hiring Veterans & Other Individuals with Barriers to Employment

In the near future, I plan to introduce legislation that amends the act of March 4, 1971 (P.L. 6, No. 2), known also as the Tax Reform Code of 1971, to provide a tax deduction to employers hiring veterans and other individuals with barriers to employment.

To encourage employers to hire from disenfranchised groups and foster economic growth in the Commonwealth, this legislation offers employers a tax deduction based on a percentage of the wage paid to their qualified employees. Target groups that would qualify employers for the deduction include veterans, TANF recipients, SNAP recipients, those who have undergone rehabilitative assistance, those convicted of a felony and recipients of SSI.

All people deserve opportunities for employment and should not be denied those opportunities because of perceived negative circumstances. Furthermore, incentivizing employers to hire new employees spurs growth within the Commonwealth.

Please join me in co-sponsoring this important legislation.
