MEMORANDUM

From: Representative Matthew D. Bradford
To: All House members
Subject: Condolence Resolution for Hon. Richard S. Schweiker, former Congressman, U.S. Senator and Secretary of Human Services

In the near future, I will introduce a resolution expressing condolences upon the passing of the Hon. Richard S. Schweiker, a former Congressman, U.S. Senator and Secretary of Human Services.

Richard Schweiker was the former Secretary of Health and Human services during Reagan Presidency and leaves behind a legacy of compassion and advocacy for children, and the elderly. While in office, Mr. Schweiker's constituents admired him for making reductions as judiciously as possible, and for overturning proposed cuts for the National Institutes of Health, the Public Health Service and Head Start. He also opposed cuts to Social Security benefits for early retirees.

Mr. Schweiker was born in Norristown, PA on June 1, 1926. After graduating from high school, he joined the US Navy and served aboard an aircraft carrier during World War II. Thereafter, he graduated with honors from Pennsylvania State University in 1950.

After college, Mr. Schweiker rose to become president of the American Olean Title Company and in 1955, he married Claire Coleman. In 1960, Mr. Schweiker won his first race for Congress, representing a district in Philadelphia’s suburbs. In 1968, he defeated Joseph S. Clark for a U.S Senate seat and was re-elected in 1974. Mr. Schweiker retired from the Senate in 1980, just before being nominated for the Secretary of Health and Human Service under Ronald Reagan in 1981.

After resigning from his post in 1983, Mr. Schweiker became the president of the American Council of Life Insurance.

On July 31, the Hon. Richard S. Schweiker passed away due to health complications at the age of 89 years old. He is survived by his sons Richard and Malcolm; and his three daughters Lani Shelton, Kyle Hard and Kristi Carey and 23 grandchildren and one great-granddaughter.

Please join me in expressing condolences upon the passing of the Hon. Richard Schweiker, and honoring his life and service to his country.
