Subject: Updates to Act 164 of 2014
 
Last session House Bill 1590 was signed into law as Act 164 which requires all Tax Collectors to take a qualification exam and take 6 hours of continuing education, submit a background check when running for office, and nominate a deputy to serve in the case of an emergency. While most of the Act has yet to be implemented, there have been a number of questions raised and, as a result, I am planning on introducing legislation on Thursday, March 19, 2015 that will correct the issues identified.

My legislation will make it easier to fill vacancies, expand the criminal history checks to include tax collectors filling vacancies, clarify who can be named a deputy as well as setting up a procedure to determining the duration of any incapacitation, plus a number of other changes. My legislation will also push out the effective date of the new continuing education requirements to January 1st 2017, to give DCED more time to implement the new requirements.
