Subject: Amending the Property Tax Rent Rebate Program to Allow for Payment Schedules as Proof of Claim
 
In the near future, I plan to re-introduce legislation introduced last session by Representative Mirabito. This legislation would amend Act 1 of Special Session 2006 The Taxpayer Relief Act by amending Section 1306 to allow for a schedule of payments of real property taxes that have been provided by the taxing authority and approved by the Department of Revenue to qualify as a Proof of Claim.

As Representative Mirabito previously noted, over the course of several years, I have had many constituents, primarily seniors, come to my office in great need of the Property Tax Rent Rebate, but who were ineligible for the program because they were not current on their property tax bill. This legislation would allow taxpayers who are making a good-faith effort to pay their property taxes an opportunity to apply for and receive a Property Tax Rent Rebate, which they otherwise would not have been eligible to receive.

This change to the law would help rectify the sad irony that those most in need of relief are being denied it; it would ultimately allow for many of those delinquent taxpayers to become current on the very bill we are attempting to help them offset. While we all recognize the heavy burden that property taxes can be on Pennsylvania’s citizens, we have a duty to find ways to ease the burden on those who – despite their best efforts – may still be unable to receive a Property Tax Rent Rebate because they are delinquent on a previous tax bill.

Please join me in co-sponsoring this important legislation to provide some relief to those taxpayers that are making a sincere effort to pay their fair share to their local taxing authority.
