Subject: Increase in the Alternative Energy Portfolio Standard
 
When we return to session, I intend to introduce legislation that would amend the Alternative Energy Portfolio Standards Act of 2004. Specifically, this legislation would increase the Tier I requirement of this act to 15% by 2023. The current Tier I requirement is 8% by 2021. The Tier I requirement is the amount of electricity that electric distribution companies, such as PECO and PPL, are required to obtain from renewable energy sources such as wind and solar.

This legislation would also increase the so called “solar carve-out” to 1.5% by 2023. The solar carve-out is the amount of the Tier I requirement which must be satisfied from solar photovoltaic sources. The current requirement is 0.5% by 2020.

This increase would allow Pennsylvania to remain competitive with neighboring states in creating good green jobs (New Jersey’s Renewable Portfolio Standard is 17.88% by 2021).

Increasing Pennsylvania’s renewable energy requirements would also foster energy independence and reduce greenhouse gas emissions.
