MEMORANDUM

To: All House members
Subject: Long-Term Care Residents’ Rights Month

In the near future, I will introduce a resolution designating October 2014 as Long-Term Care Residents’ Rights Month in Pennsylvania. Please join me in cosponsoring and supporting this resolution.

The National Consumer Voice for Quality Long-Term Care, also known as Consumer Voice, operates as a leading national advocate group representing consumers in issues related to long-term care. Consumer Voice annually deems October as the National Long-Term Care Residents’ Rights Month to honor residents living in all long-term care facilities, including nursing homes, sub-acute units, assisted living, board and care and retirement communities; to focus attention and raise awareness that each resident has value; has earned dignity and respect and has rights protected by federal and state law. The designation also recognizes staff that takes care of those residents and protects their rights.

This year, the theme of National Long-Term Care Residents’ Rights Month will be “Better Staffing: The Key to Better Care,” with a goal of encouraging residents and others to be educated about staffing and long-term care.

This resolution will have the House join in on promoting long-term care residents’ rights in Pennsylvania. It will help further publicize the rights of those in long term care in the Commonwealth. It also will honor long term care residents and those who care for them and protect their rights, including all those involved with the Office of State Long-Term Care Ombudsman that, among other matters, handles questions and concerns about the rights of older consumers receiving long term care and quality of care or treatment from long-term care service providers. It will further recognize the efforts of residents of long-term care facilities who volunteer for the Pennsylvania Empowered Expert Residents (PEER) program learn to work with facility staff to enhance quality of care and life and to protect the rights of all residents.

I thank you all for your consideration of becoming a cosponsor of this legislation.
