In the near future, I plan to introduce legislation that will permit a district attorney to petition a court of common pleas alleging that an individual has committed a sexually violent offense and should be included on the Megan’s Law registry as a sexual offender. One of our primary responsibilities as state legislators is to protect our children from sexual predators. Too often dangerous sexual predators avoid placement on the Megan’s Law registry as a result of the strict procedural requirements of the criminal court system. Inclusion on the registry is not a criminal penalty however and need not be the result of a criminal trial. As such, I propose that civil courts be empowered to order the inclusion of an individual on the registry if the court finds by clear and convincing evidence that the individual committed a sexually violent offense. Please join me in co-sponsoring this important legislation to help ensure that the public is fully informed of the whereabouts of dangerous sexual predators in Pennsylvania. |
