SUBJECT: Reimbursement for Fire Services

In the near future, I plan to introduce legislation that would amend The Third Class City Code (Act 317 of 1931) by requiring the Commonwealth to annually reimburse the City of Harrisburg for emergency fire services provided for property owned or leased by the Commonwealth. Moreover, the legislation would create a special fund within the State Treasury specifically for this purpose.

As you may be aware, a significant portion of property in the city of Harrisburg is owned by state government and thereby exempt from paying property taxes. Yet, these properties receive the benefit of city-funded services such as fire protection. In an effort to lighten the financial burden placed upon the city of Harrisburg, the Commonwealth should reimburse the financially strapped city for the emergency fire services provided for properties owned or leased by it.

I hope you will join me in co-sponsoring this important legislation. Senator Teplitz intends to introduce a companion to this measure in the Senate.
