| Subject: | Handicap Placard Fee/Centers for Independent Living Funding |
| I will soon be introducing legislation establishing a fee for handicapped placards and directing proceeds to our Centers for Independent Living. The Pennsylvania Council for Independent Living is an organization that helps those with disabilities participate in society and achieve some measure of independence. Like most human service agencies they are facing cutbacks and doing more with less. At the same time, PennDOT issues or renews 200,000 handicapped permits every year – at no charge to those who apply. This legislation would provide the independent living community with a sustainable funding source for their vital programs by setting a fee of $10 for handicapped placards, $10 for renewal placards and $15 for replacement placards. Placards would be renewed every three years – thereby cutting down on placard misuse. Establishing a modest fee for this service would help ensure that the placards are getting into the hands of those who truly need them and would save the Commonwealth money by paying for PennDOT’s administrative costs. The independent living community is ready to pay for its own placards and programs and I ask you to join me in supporting this legislation. |
