Subject: Protection From Unfair and Discriminatory Housing Practices Against Students
 
In the near future, I plan to introduce legislation to protect students against unfair and discriminatory housing practices.

Specifically, this legislation will make it a violation of the Pennsylvania Human Relations Act to discriminate against a person on the basis of enrollment in a post-secondary educational institution, such as a college or university. Unfortunately, it isn't particularly surprising to hear about landlords who discriminate against students, but the problem isn't limited to landlords. There are actually municipalities in this state that treat students as a separate, disfavored class in residential zoning ordinances, without regard even for factors such as age and military or marital status.

It is entirely reasonable for a municipality to enact and enforce ordinances to regulate such things as parking, noise levels or the number of unrelated adults living in a housing unit. But it is neither fair nor reasonable to approach these issues by singling out students based on an assumption that they are, or will be, problem citizens and undesirable neighbors.
