Subject: Teacher Evaluation for Charter School Entities
 
I am preparing to introduce legislation that will require each charter school entity to establish a teacher evaluation system that is similar to the system for traditional public schools that was established pursuant to Act 82 of 2012 (last summer's omnibus School Code bill).

In Act 82 the General Assembly amended section 1123 of the School Code to provide for a multi-measure evaluation system that will be phased in for teachers, principals, and non-teaching professional employees beginning in the 2013-2014 school year. Under the new evaluation system, school districts, intermediate units, and area vocational-technical schools must evaluate certified educators using multiple measures of performance, including but not limited to classroom observation, student performance, building-level data (including value-added assessment system data), and measures of achievement selected by the school entity. In addition, employees must be rated in one of four levels of performance ("distinguished," "proficient," "needs improvement," or "failing"). The new system is a clear contrast to Pennsylvania's earlier system of evaluation, which rated teachers as "satisfactory" or "unsatisfactory" only.

My proposal will require charter schools, regional charter schools, and cyber charter schools seeking a new charter or the renewal of an existing charter to include in their applications a system of teacher evaluation that contains key elements of the system established for traditional public schools. Specifically, each charter school entity must have a system of evaluation that includes at least four rating categories of educator performance, as well as multiple measures of student performance.

By requiring charter school entities to establish systems of teacher evaluation that are similar to the system applicable to traditional public schools, my bill will help ensure that charter school entities employ and retain high quality teachers.
