Subject: Reintroduce Former HB 785 of 2011-12: Amend the Public Offical Compensation Law
 
In the near future, I will be reintroducing former HB 785 of 2011-12, that will require members of the General Assembly to forfeit their salaries during a budget impasse. This legislation is identical to House Bill 785 introduced last session. It is my sincere hope you will join me in this important effort.

Enacting a general appropriations act that adequately funds Commonwealth programs is one of our most important jobs as legislators. In Pennsylvania, a fiscal year runs from July 1 to June 30 each year. Unfortunately, as many of us can attest to firsthand, sometimes the budget process is contentious and enactment of a budget fails to occur before the start of a new fiscal year. When a budget is not passed on time, various programs and state employees can suffer from late funding and wages.

My legislation will amend the Public Official Compensation Law of 1983 to add a new subsection relating to members of the General Assembly. During any calendar year in which a general appropriations act has not been enacted by July 1, members will forfeit the portion of their salaries attributable to the period of time that a general appropriations act is not passed. My legislation would apply to all members elected, appointed or hired to their respective offices or jobs after the effective date of the bill. The purpose of this legislation is to give members of the General Assembly greater incentive to reach a budget deal by the end of each fiscal year, particularly in times of divided government.
