MEMORANDUM

Posted: January 25, 2013 02:01 PM
From: Representative Tina M. Davis
To: All House members
Subject: Co-Sponsorship Request – Prohibiting Commonwealth Agencies from Hiring Lobbyist to Lobby Each Other

In the near future, I plan to reintroduce House Bill 1243 of the 2011-2012 Legislative Session, which prohibits the use of taxpayer dollars by all three branches of State Government to hire lobbyists to lobby a sister-agency.

This freestanding act would stop the practice of hiring outside lobbyists and lobbying firms that were engaged with State agencies previously, including the Pennsylvania Higher Education Assistance Agency (PHEAA) and Pennsylvania Turnpike Commission. In the past, State agencies have spent hundreds of thousands of dollars to hire lobbyists to contact State legislators. I am proposing that we end this wasteful and unnecessary spending.
