Dear Colleagues, As you know, Senator Corman will be introducing a bill to deal with the fines with regard to Penn State. I agree that all the fines should be utilized within Pennsylvania to assist in creating our new safety net for child abuse. There is much work to be done in Pennsylvania on improving our Children and Youth and reporting system. We need as strong a safety net as is possible and those fines could be appropriately utilized for those purposes. I was not aware that Senator Corman was working on such a bill, but certainly support his efforts. I believe a resolution encouraging the NCAA to revisit the sanctions is appropriate. There is precedent for the reconsideration of sanctions imposed on universities. My resolution encourages the NCAA to utilize its Sanctions Committee to review those penalties that are unrelated to the underlying offenses. Some of the sanctions seem appropriate for recruiting violations, not the facts underlying the Penn State University circumstances. The punishment of students and student athletes who had nothing to do with the serious issues associated with child abuse is not appropriate. The resolution does not criticize the NCAA with respect to those sanctions imposed for child abuse, failure to report child abuse, and other findings relating to the Sandusky matter made against the university.
