Subject: Reintroduction of Resolution: Examining Patient Safety Authority impact on patient safety (Formerly HR 407 of the 2011-2012 Legislative Session)
I will soon reintroduce a resolution directing the Legislative Budget and Finance Committee to conduct a comprehensive study of the Patient Safety Authority.

The Patient Safety Authority and the Patient Safety Trust Fund were created by Act 13 of 2002. The Authority’s mission is to reduce and eliminate medical errors by identifying problems and recommending solutions to promote patient safety in hospitals, ambulatory surgical facilities, birthing centers and certain abortion facilities. The Authority is financed by surcharges placed on medical facility licensing fees, which are then deposited into the Patient Safety Trust Fund.

The total annual assessment for these surcharges could amount to as much as $5 million plus the current Consumer Price Index.

My resolution would direct the LBFC to examine the Patient Safety Authority’s impact on the reduction of medical errors and promotion of patient safety, as well as its use of the Patient Safety Trust Fund to finance its programs and services.
