MEMORANDUM

Posted: January 4, 2013 10:45 AM
From: Representative John D. Payne
To: All House members
Subject: Liquor License Fees Returned to Municipalities

I plan to introduce in the near future to amend the Liquor Code.

Currently, license fees that the PLCB collects from liquor licensees are returned to the municipality in which the licensee is located. The purpose of returning these fees to the municipality is because it is assumed that when a municipality has liquor licensees, they require a larger police force. However, some municipalities that have liquor licensees rely solely on the Pennsylvania State Police for enforcement purposes. My legislation would require that license fees only be returned to those municipalities that have a local police force. The license fees collected in a municipality without a local police force must be returned to the Pennsylvania State Police Bureau of Liquor Control Enforcement.

Introduced as HB186
