I the near future I plan to re-introduce (Former HB 138) – An Act that prevents school boards from appointing a board member whose term is about to expire. The intent of this legislation is to take away the ability of local governments and school boards to circumvent the electoral process by permitting a person to resign his or her position on a publicly elected board only to be appointed to fill the unexpired term of another duly elected person who vacates a position on the board. In my district, we had such a case. The vice president of the local school board, who was soundly defeated in her re-election bid, resigned her post with a little over a month left on her term and was promptly appointed by the board to fill another vacancy on the board that had two years left on it.
