Subject: Updating E-Tabs Provisions in the Small Games of Chance Act
 
In the near future, I will introduce legislation to join several other states in updating the Small Games of Chance Act relating to electronic pull tabs (“E-Tabs”) to allow entities to more easily participate in these programs.

Currently, the up-front costs for a licensee to provide customers the opportunity to play paper pull tabs is unattainable for many, which includes the licensing fee, background check cost, and the requirement of purchasing paper pull tabs by the case. My legislation aims to reduce this cost for both the license and background check fee, and allow smaller tab purchases.

This bill will also ensure the manufacturer is providing real-time accounting and reporting information which will provide transparency to the commonwealth and those licensees using the E-Tab program.

Additionally, provisions to ensure better regulations are outlined so participants can be confident they’re playing legally, with peace of mind. It also allows the use of their own devices and removes the payout cap. These stipulations have proven to be successful in other states by keeping costs down and providing better opportunities for licensees and consumers to participate.

Updating these antiquated barriers will allow more entities to participate, and more tax revenue would be generated by the commonwealth as shown in other states.
