Subject: Bringing Clarity to HOA Billing for Municipal Services
 
Homeowner’s Associations in our Commonwealth are permitted to make agreements with their municipality to provide certain municipal services to their members. I have spoken with constituents who express confusion, when they know their HOA is paying for a municipal service on behalf of the whole community, but they still receive an individual bill from the municipality.
 
In the near future, I plan to introduce legislation that would eliminate that confusion by requiring these contracts for municipal services to include the terms of the agreement and to delineate whether the unit owner or the HOA is responsible for paying for municipal services under the agreement.
 
In cases where the HOA is responsible for payment, municipalities may not send bills or invoices for that service to individual unit owners.
 
Please join me in cosponsoring this legislation to bring clarity to the billing process of HOA municipal service agreements and remove redundancy.
