Subject: | Grow PA: Expansion of the Fostering Independence Waiver to Nonresident Students |
In 2019, Pennsylvania enacted the Fostering Independence Through Education Act, which assists children in foster care with the challenges of accessing higher educational opportunities by creating a tuition and mandatory fee waiver program for these students who attend Pennsylvania independent colleges and universities and State-supported institutions of higher education, including State-owned universities (PASSHE), State-related universities, community colleges, and other State-aided postsecondary educational institutions. Foster youth, who do not have parents to rely on for support and guidance, suffer unique disadvantages compared with other students. Children enter foster care after experiencing abuse or neglect, or due to some other circumstance that prevents them from safely remaining with their families. These outcomes can be positively influenced by increasing access to services and educational opportunities. Therefore, I am introducing legislation to expand this program to nonresident students who enroll in undergraduate courses at a PASSHE institution starting in the Fall of 2024. Please join me in this effort to assist foster care children in promoting their independence through educational opportunities by co-sponsoring this legislation. |
