Subject: Common Interest Ownership Communities (CIOCs) Data Transparency
 


According to the Community Association Institute (CAI), 78% of newly built housing is being built under a condominium or Homeowners Association. The impact of Common Interest Ownership Communities (CIOCs), commonly referred to as planned communities, is growing in Pennsylvania. Although the number of CIOCs is growing, we know little about them. This is because information on the number of units within these communities, location of CIOCs, and important information on their infrastructure, like roads, sewer systems, and water and storm water systems, are not readily available. This lack of data was also noted in a 2011 study by the Joint State Government Commission and it needs to be addressed.
 
To address this growing problem, I will be introducing a bill that attempts to share this information with county governments. My bill will require that the identifying information and important infrastructure data of CIOCs be included in a county planning agency’s annual report. With this legislation, the concerns of the Joint State Government Commission will finally be addressed, and it will make available critical information like the age of important infrastructure and the size of these communities.
 
Even as the number of CIOCs grow, it is difficult to know how large their impact is without this important information. Please join me and co-sponsor this legislation.
