Subject: Stopping Cruel Pet Euthanizations
 
In an appalling case of animal cruelty, a resident in my district killed and disposed of four puppies in a compost pile because "black puppies are not selling."  The man had posted four Sheepadoodle puppies - named Tammy, Terry, Todd and Tom - for sale with an animal organization, but then subsequently asked for the four puppies to be removed from the organization's website.  When questioned, the man told the organization that he had "taken care" of the puppies himself.  The remains had been left in a compost pile inside a barn consisting of a floor drain behind cows where manure runoff goes.  
 
This man has been charged with four counts of aggravated animal cruelty, and four counts of misdemeanor animal cruelty.  But the especially heinous circumstances of this crime calls out for stiff punishment.  For that reason, I will be introducing legislation directing the Pennsylvania Sentencing Commission to provide a sentencing enhancement for a person who euthanizes a small animal kept as a pet in a manner not currently authorized by law.  Please join me in sponsoring this legislation.
