Subject: Elimination of Part-Time Police Departments
 
In the near future, I will introduce a package of legislation that will require police departments in boroughs, townships and cities in Pennsylvania to operate as full-time departments.
 
Throughout Pennsylvania, there are a number of police departments that operate only on a part-time basis. In many instances, this requires the Pennsylvania State Police to provide police coverage for a portion of the day in a specific area. This can create unnecessary inefficiencies and confusion in appropriate coverage and can hinder or slow ongoing criminal investigations.  
 
My package of legislation will help to remedy these issues by requiring police departments to operate on a full-time basis. A full-time police department will be defined as a police force that maintains 24-hour-per-day police coverage in its designated area.   Departments can be full time departments, ”regionalize,” to be a full time department, or townships, & boroughs can contract with full time police departments.   Importantly, nothing in this legislation will prohibit or limit full time police departments from utilizing part-time police officers.
