Subject: Civics Education Graduation Requirement
 
In the near future I will be introducing legislation to require students to receive at least a 60% on the civics test administered under Act 35 of 2018 as a graduation requirement. Act 35 does not require students to receive a passing grade and a 60% passing grade is the same threshold used for individuals attempting to become U.S. citizens.

In addition, my legislation would require the U.S. Citizenship & Immigration Services exam be used to satisfy the requirements under Act 35. The U.S. Citizenship and Immigration Services test questions, study guides, and practice tests are all free and accessible on their website, www.escis.gov. Students would be eligible to take the test as many times as necessary to attain a passing grade.

A 2023 survey conducted by the University of Pennsylvania’s Annenberg Public Policy Center showed that “although two-thirds of Americans (66%) can name all three branches of government, 10% can name two, 7% can name only one, and 17% cannot name any."
