MEMORANDUM

Posted: June 1, 2023 02:01 PM
From: Representative Chris Pielli and Rep. Robert E. Merski
To: All House members
Subject: Commonwealth Use of Artificial Intelligence

As artificial intelligence (AI) develops and evolves, it has the potential to improve Commonwealth functions and the services our state government provides.  There are possibilities that AI could save taxpayer dollars with the efficiencies it could bring.  However, we need methods in place to ensure that AI programs and tools used by the Commonwealth are disclosed, categorized, and inventoried.

My bill will create policies and guidelines for Commonwealth agencies concerning the development, procurement, implementation, utilization, and ongoing assessment of systems that employ artificial intelligence.  By doing our homework and creating guardrails, we will be able to ensure that AI is used for the improvement of Pennsylvania and not a roadblock, hurdle, or other detriment.

Please consider sponsoring this bill and working together to set guidelines and practical procedures to ensure that AI systems and tools can be incorporated and used by our state government agencies in a safe and reliable way.  Thank you for your consideration.
