MEMORANDUM

Posted: January 23, 2023 09:36 AM
From: Representative P. Michael Sturla
To: All House members
Subject: Banning Actual Defunding The Police

In the near future, I will be introducing legislation that would require any municipality that spends less than 25% of what it spent in the prior year on police services to pay that reduction amount to the Commonwealth of Pennsylvania for the Pennsylvania State Police (PSP) to help cover the costs associated with additional policing required by the PSP.

For example, if a municipality with a $2 million police budget decides to cut it in half to convert to a part-time force, it would have to send $1 million to the PSP, who end up having to cover their police work.

The PSP Commissioner would be able to grant an exemption if the municipality can show that the services they maintain still meets or exceeds the recommended policing levels per capita as established by the PSP Commissioner. Under my bill, Act 47 rules would still apply.

Please join me in co-sponsoring this legislation to stop municipalities from reducing or disbanding their local police departments while turning to the state to pick up the tab.

Introduced as HB686
