MEMORANDUM

Subject: Mechanical Insulation Installation Tax Credit

Mechanical insulation is material used to insulate stand-alone equipment, ductwork, and piping at a commercial or industrial property. This insulation reduces heat loss, minimizes expansion, lowers noise levels, prevents fires, and protects workers from injury. However, mechanical insulation is often overlooked, undervalued, or improperly specified and maintained in commercial and industrial construction projects.

To address this situation, my legislation will provide up to a 30% tax credit to motivate owners, developers, and contractors to install mechanical insulation using the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standard for shovel-ready, cost-saving and energy-saving projects.

The mechanical insulation industry has a long track record of providing large scale and long-term energy efficiency, emissions reductions, cost savings, and safety benefits at manufacturing facilities, power plants, refineries, hospitals, universities, and government buildings. By providing this tax credit, we can incentivize contractors to continue installing mechanical insulation with the professional ASHRAE standard at these valuable facilities.

Please join me in cosponsoring this legislation to protect workers, reduce energy costs, and provide a healthy and sustainable environment to the facilities that provide energy, education, and healthcare to all of us.
