Subject: Helping Pennsylvanians Afford Hybrid and Alternative Fuel Vehicles
 
When gas prices jump like we saw in the past year, ordinary Pennsylvanians feel the pain at the pump. Driving a fuel-efficient vehicle is a way to reduce the impact of volatility in gas prices, and more Americans have cited gas prices as a reason they are considering purchasing an electric or hybrid car. But even with better fuel economy, electric and hybrid vehicles often end up financially out-of-reach for too many households, leaving them at risk to gas price volatility.
 
That is why I am re-introducing a package of bills to make hybrid and electric vehicles more accessible to middle class Pennsylvanians. Not only will this help Pennsylvanians save money in times of high gas prices through better fuel economy, but by working to reduce gasoline demand we can contribute to lowering gas prices for everyone. Expanding the use of alternative fuel vehicles will also reduce emissions and toxic contaminants, helping the environment and improving public health.
 
Please join me in cosponsoring this package of bills for financial incentives that would put more hybrid and alternative fuel vehicles in the hands of those who would like to own them, unlocking paths to savings for more of our constituents.

Description: Alternative Fuel Vehicle Sales Tax Holiday

This legislation would create a two-year state sales tax holiday on the purchase of hybrid and alternative fuel vehicles.

Description: Alternative Fuel Vehicle Rebate Program Expansion

This legislation would codify and expand the state’s Alternative Fuel Vehicle Rebate Program, adding hybrid vehicles as eligible for rebates, expanding rebate amounts for some alternative fuel vehicle types, and doubling the low-income supplemental rebate amount.

Description: Residential Electric Vehicle Charging Station Tax Credit

This legislation, introduced in partnership with Senator Hughes, would help residents with the one-time costs of transitioning to an electric vehicle by creating a tax credit for residential electric vehicle charging stations. Homeowners would be eligible to receive a tax credit up to $2,000 of the cost of purchasing and installing an electric vehicle charging station or port, expanding access to electric vehicles by reducing a barrier to reliable and convenient at-home charging.

Description: Green Vehicle Pilot Program

This legislation would establish a five-year Green Vehicle Pilot Program.  Applicants who own green vehicles, which include electric and hybrid vehicles, would receive an EZ-Pass account credit from the Pennsylvania Turnpike Commission.  Battery electric and plug-in hybrid electric vehicles would be eligible for a $200 account credit, and hybrid electric vehicles would be eligible for a $100 account credit.

Description: Efficient Vehicle Registration Fee Waiver Incentive

This legislation would waive the registration fee for new and leased motor vehicles (not including motorcycles and motorized bicycles) with an estimated average city fuel economy of at least 40 miles per gallon, as determined by the United States Environmental Protection Agency and United States Department of Energy, for the first two years of the vehicle’s registration.
