| Subject: | Interconnecting State Agency Data and Information Collection and Services – “Voter Motor” |
| The National Voter Registration Act of 1993 (also known as the "Motor Voter Act”) requires that a driver’s license application, renewal or change of address application serve as a simultaneous Voter registration application. This helped make access to participation in government and voting more efficient for those who move into the Commonwealth or move from one political subdivision to another. To continue making government more efficient for all citizens and for the Commonwealth, I will be introducing legislation to interconnect government information systems whereby data and information from new Voter registration applications would be transmitted to the Department of Transportation, as well as to other state and local agencies, taxing authorities and political subdivisions, so that the opportunity to update data can be made across the board. For agencies providing services, this would also help to determine if the applicant meets the residence requirements applicable to services provided and received. In turn, all applicable state agencies and political subdivisions would be required to transmit to the applicant information concerning the rights and responsibilities of that applicant that fall within the authority of the state agency or political subdivision. This legislation will help the Commonwealth have more up to date information across state agencies and allow individuals who move into the Commonwealth or within the Commonwealth to fully access services for which they are eligible.
