Subject: Resolution to remove Chief Clerk of the House of Representatives
 
In the immediate future, I will introduce a resolution to remove Brooke Wheeler from the position of Chief Clerk of the House of Representatives.
 
The Bipartisan Management Committee selected Brooke Wheeler to serve as Chief Clerk and she was confirmed by a vote of the Members of the House on June 8, 2021.  No one can dispute that the Clerk of the House must serve the interests of the House of Representatives as an institution with fidelity and discharge her duties without favor to either party in the House of Representatives.
 
With the untimely death of State Representative Anthony DeLuca, and the resignations of Representative Summer Lee and Austin Davis, the partisan makeup of the House of Representatives is 99 Members of the Democratic Caucus and 101 Members of the Republican Caucus. 
 
Notwithstanding the fact that the membership among House Republicans is now greater than the membership among House Democrats, the Democrat Leader has independently declared herself the title “Majority Leader” of the House.  On December 7, 2022, the Democrat Leader issued a writ setting a special election for the 32nd, 34th and 35th Legislative Districts without the authority to do so.
 
Despite being in possession of clear facts and law to the contrary, Brooke Wheeler used her office in the most partisan way - attesting to the constitutional and statutory authority asserted by the Democrat Leader to issue these writs for special election.  In plain terms, Brooke Wheeler has facilitated an unlawful act on the part of the Democrat Leader.
 
Brooke Wheeler’s complete failure in discharging her duties with fidelity to the law and without partisan consideration renders her incapable of holding the non-partisan position of Chief Clerk and she should be removed.
 
Please join me in restoring professionalism and non-partisanship in the office of Chief Clerk by cosponsoring this resolution.
