Subject: Campaign Finance Reporting Reform
 
Pennsylvania’s antiquated campaign finance reporting laws amount to a costly system, ineffective at providing public access to important campaign documentation on demand.
 
That’s why I plan to introduce legislation that would bring Pennsylvania in-line with most other states when it comes to filing campaign finance reports. Specifically, my bill would:
 
  • Require all candidates for office and political action committees to electronically file campaign finance reports through the Department of State’s online filing system;
  • Mirror the federal government’s quarterly campaign finance reporting system and require the committees file reports if they are raising or spending money during the quarter; and
  • Do away with local committees by requiring each local campaign committee to register online through the Department of State.
 
By implementing these reforms, voters and public watchdogs would have access to the most up-to-date campaign filing reporting through the Department of State’s website. No longer would the public have to either travel to Harrisburg or pay for copies of the campaign finance reports to be sent by mail. Additionally, by requiring all PACs be state PACs, contributions to and from local campaign committees would be available online, as that is not always the case when reporting only to the counties.
