Subject: Hydrogen Hubs
 
As part of the federal infrastructure plan, $8 billion dollars has been set aside to develop hydrogen hubs in energy rich parts of the country.
 
Hydrogen hubs are networks of hydrogen producers, consumers, and local connective infrastructure that accelerate the use of hydrogen as a clean energy carrier that can deliver or store tremendous amounts of energy.
 
Pennsylvania with its deep industrial roots, proximity to transportation hubs, and qualified labor force is an ideal location for these hubs and a coalition of government officials, labor leaders, energy companies, and nonprofits has already been built to support our bid for federal funding.
 
A recent report by this coalition identified some statutory issues which must be taken care of to make Pennsylvania truly competitive. That is why I am introducing legislation which will:
  1. Define ownership of “pore space” the surface space that can be used for sequestration of carbon.
  2. Define ownership of carbon including storage rights and clarifying their relationship with mineral rights
  3. Creates a comprehensive permitting system for geologic sequestration sites (carbon storage sites) and for creating unity systems that allow larger storage.
  4. Establishes a stewardship fund to administer the projects and provide for post closure stewardship.
