MEMORANDUM

Posted: March 3, 2022 02:48 PM
From: Representative Joshua D. Kail
To: All House members
Subject: Protecting America from Foreign Influence

America’s energy independence, and the continued increase of oil and gas production in our country, are among the most important ways to reduce the power of America’s foreign adversaries. With Russia financing its recent invasion of Ukraine primarily through oil and gas revenue, and with Europe’s continued dependence on Russian gas preventing harsher sanctions from being enacted, the need for American energy production has never been greater.

Yet many advocacy groups in Pennsylvania and across the country continuously serve the interests of Russia and other foreign adversaries by preventing new development of oil, gas, and petrochemical infrastructure. From pipelines and LNG terminals to cracker plants and oil rigs, each time a special interest group blocks the approval or construction of an investment in our future, they are not only driving away good, family-sustaining jobs, but they are also weakening America’s energy independence and adding to the war chests and geopolitical power of tyrants like Vladimir Putin.

It is critical that we ensure these groups are not receiving funds from foreign sources in exchange for furthering our adversaries’ interests. I will soon be introducing legislation prohibiting any non-profit engaged in advocacy from accepting donations from any foreign entity, as well as requiring the reporting of foreign sources of donation by any type of non-profit organization. Please join me in co-sponsoring this vital legislation.
