Subject: Direct Shipment of Spirits
 
I am introducing legislation that would amend the Liquor Code to allow a person or manufacturer who has a direct spirits shipper license to ship spirits to a resident, who is at least twenty-one, for the residents’ personal use and not for resale. 
 
Last year, the whole PA state store system was shut down for three months during COVID by Governor Wolf and the Liquor Control Board (LCB).  During that time the inventory of many distilleries was locked up in the LCB and unable to be sold. Now, the LCB recently announced that they are limiting the purchase of a select brand of spirits which in turn limits sales. The time is now to allow the spirits industry to be on par with the wine industry by allowing direct shipment of spirits to Pennsylvania residents.
