In the near future I will be introducing legislation amending Title 34 to allow holders of Pennsylvania Elk Hunting Licenses to transfer their licenses to other eligible hunters. The resurgence of Pennsylvania’s elk herd is a true wildlife management success story and a testament to the hard work of many volunteers, non-profit organizations and the Pennsylvania Game Commission. Each license year the Commission issues a limited number of elk hunting licenses through special auctions and a lottery system in accordance with its wildlife management strategy; however, the likelihood of drawing an elk license is extremely low. This concept was suggested by a successful elk license applicant who wanted to transfer his license to a terminally ill youth hunter. This legislation would establish a process by which a successful elk license applicant could transfer their license to another eligible hunter. The proposal expressly forbids monetary payment to the license transferrer beyond the cost of the license and its transfer, and includes penalties for violations. A Pennsylvania elk hunt truly is a once-in-a-lifetime experience. Please consider cosponsoring this legislation, which would provide more flexibility to prospective Pennsylvania elk hunters. |
