MEMORANDUM

Posted: March 27, 2020 03:01 PM
From: Representative Natalie Mihalek
To: All House members
Subject: Car Dealerships Waiver

The COVID-19 virus crisis has caused many of our businesses shut down per the directive of Governor Wolf’s 20200319 TWW COVID-19 Business Closure Order.

One of those businesses is our car dealerships.

Right now, there are many people that may need a replacement vehicle or a new vehicle for a number of reasons, being able to go to a car dealership to buy that vehicle would definitely be vital or essential to them.  Some of these people may be first responders, medical workers or others that are looking for a more reliable way to get to their critical jobs.

In addition, there are many workers and other constituents of ours that are left in the dark because their leases are expiring and they need to go to the dealership to re-new or make changes to that lease agreement.

Our neighboring states are allowing car dealerships to maintain operations which means we are putting our own business owners at a severe disadvantage while forcing our own residents to cross state lines during the pandemic putting themselves and others at risk.

Dealership owners and operators understand the seriousness of this crisis and will take steps necessary to protect their staff and customers.

Therefore, I am introducing legislation that will require the Secretary of the Department of Community and Economic Development to issue a waiver to the Governor’s order to allow all car dealerships to open.

Please join me in co-sponsoring this important legislation.

Introduced as HB2388
