MEMORANDUM

Posted: March 18, 2019 02:31 PM
From: Representative Todd Stephens
To: All House members
Subject: Improving firearm background checks by ensuring records of those disqualified from purchasing firearms due to mental health reasons in PA are sent to the National Instant Criminal Background Check System (NICS)

I will be introducing legislation to improve our firearms background check system by requiring the Pennsylvania State Police to transmit to NICS, the national background check database, information about individuals already prohibited from possessing firearms due to mental health issues.

This legislation will help bring us closer to complying with the federal NICS Improvement Amendments Act which provides grants for compliant states and was signed into law by President Bush following the 2007 tragic shooting at Virginia Tech University.

This bill was the substance of HB 1498 of 2015-2016 which passed the House unanimously 195-0.

I hope you can join me in supporting this legislation.

Introduced as HB1411
